Anything that changes more than once or twice a year can be regarded as "frequently" in the Debian project. The bootloader is just what it sounds like - a bootstrap loader which gets the main Rockbox software going - which is probably what you mean by the term "firmware". There are many packages available in Debian which may look wonderful when a new Debian version comes out, but seem awfuly outdated three years later when we're still waiting for the next Debian release...
