Right now the build system already uses make targets, but also
requires special options in configure for some of them. While
it would be nice to get rid of the configure options for them,
I don't see how this could be solved though, because some of
these build types need special tools and/or further selections
in configure.

'make voice' is an example - it tests which TTS's are installed,
then requires to select engine, language, TTS options... If you
want to build several different voice files for a target, you
need more than one voice build dir (male/female,
English/German/...).
