Sure, but giving a subjective reason (like "it's not worth the effort / binsize increase / ...) is at least better than having no reason at all, and the majority of developers agreeing on a subjective reason is good enough imo. If the NoDo items are discussed on a regular basis (like the proposed discussion on each years DevCon) such reasons also have to stand. Which obviously means that if there isn't a majority for holding up the subjective reason then it's no longer a NoDo item.
