The point of this is to allow users/themers to arbitrarily add
configurability to their themes without needing to hack at the real
code. I'm not very imaginative but I'm sure someone who is can come up
with heaps of uses.

To be clear, the config file for this would be completly seperate from
config.cfg or core settings.

And Paul, yes it would mean people would need to manually edit a text
file (Oh the humanity!)
