IMHO, if you don't create a time-window, a splinter-group minority could bypass the system by +2ing a commit proposed on IRC before the naysayers have a chance to voice their opinion. Even if the group rushing to +2 isn't a minority the atmosphere created by such behavior would only increase the rancor, and the only way to prevent such behavior is through a structural measure such as the wait-to-commit period.
