I think the bar should at least be "it is foreseeable that people use
it". I'm not sure if we want features where it's completely unclear or
even doubtful whether they're going to be used or not.

What are the themes which you know for sure would use it? What would the
scenario look like?

I fail to see how that's different from changing the theme directly. If
that's the plan, then it adds nothing.

_I think_ the majority won't use it, because I simply cannot imagine a
sensible use case (one which is not possible with the current skin
engine). And if it's not used it's not useful. And if it's not useful
then it shouldn't be added to Rockbox.
