Neither of those two options create a situation where two files in the
same playlist can end up transparently treated differently.

Recording directory sets the location where *all* recording happens. The
starting folder sets where the browser *always* goes. Setting a folder
for resumable files creates a situation where *some* files are resumed,
rather than all, conditional on what folder they're in. It's not really
the same sort of situation, though it bears some similarities.
