I think it is. We don't have a central copyright holder, so everyone
would have to agree on this (for appropriate values of "everyone")

However, I'd say that at least as a temporary workaround, a splash that
says "See CREDITS in whatever directory or URL" would be acceptable, and
that should be trivial to do
