I disagree with the "abstain from the final vote" bit. I think if
people already think the menu is okay, they should be allowed to say
"I think it's fine, I don't want to contribute here, but will look
over your changes at the end, and vote in favor of them if you
convince me they're better, or vote against them if you convince me
they're not."

But if you're not going to contribute a whole list of categorizations,
don't quibble in the process. Don't comment on other peoples'
categorizations. Don't stick your nose in. All in or nothing, until
the vote. Sound reasonable?
