a) 4.0
b) 1 - there has been plenty of stuff commited in the last release
which gives us a good enough reason to bump the major number
     2 - 3.10 looks a bit funny
     3 - no other target has caused a major bump so why should android
be different?
     4 - the numbers are pretty arbitrary anyway
