To me the important part is that it's configurable from within Rockbox, rather than being something only configurable via .cfg file (like many theme options). Because touchscreen devices can differ not only in physical count of pixels, but also in DPI and physical size, a theme can appear different on several screens that would seem compatible with it. Then you may need or want different list spacings just to use Rockbox even if the rest of the theme is mostly acceptable. So wherever the spacing code is implemented, as a feature, while it has a visual effect on Rockbox I think there's a very valid argument that fundamentally it's a usability feature in that it directly affects the ability of a user to be able to use the software.
