No. It's a use case I didn't have in my mind :) However, writing a
tool to do so based on the Rockbox Utility TTS code shouldn't be hard,
assuming that it can access rockbox-info.txt for each build. I hope to
find some time to give it a try (I want a command line tool for
creating talk / voice files since quite a while)

Either way, I'm not proposing to remove support for Cygwin -- just to
make it clearer for people not familiar with the project that it's
likely to be broken by deprecating it.
