Hi all,

There's been some discussion among the developers about having a
release soon. We've reached the following conclusions regarding
this topic.

The next release will be numbered 3.14, not 4.0. HWCODEC builds
will still be provided this time around, but will be dropped
starting with 4.0. What to do about the HWCODEC code in the
codebase is still undecided.

The current tentative branch date is May 1, but is potentially
subject to change.

Any thoughts?
