HWCODEC refers to a small group of devices that rely on an external chip to perform audio decoding, rather than doing it in software. Only the original Archos devices fall into this category as far as I know. I don't think the manual is "required" as much as it is nice to have. We can certainly have a release without having complete manuals for all targets.
