i experienced the exact same bug on an ipod mini 2g on r28222. i've tested 5 mpeg1 files of differing resolution & framerate and all of them resulted in a blank screen & an unresponsive ipod.
on occasion after a fresh install of rockbox the mpegplayer menu will appear, but after pressing play the ipod freezes.
i've reverted to 3.6 for now.

I'm not sure if this is related, but picture flow also doesn't work reliably on an ipod mini 1g.
i narrowed down the problem. on an ipod mini 1g, mpegplayer and pictrue flow seem to work fine with r27899. both stop working with r27902 (i skipped r27900 and r27901 because r27901 reverts r27900 according to the commit message).

This should be fixed with r28238 or later. Can you verify this?

mpegplayer works on r28240, ty.
though i can't test pictureflow as i don't have any album art on my ipod.
