FS#1075 - Playlist only shuffle mode

Attached is a patch which adds a shuffle mode which
will shuffle only playlists. The shuffle modes that
now exist are:

Shuffle Off: no shuffling
Shuffle All: Both playlists and files are shuffled
Shuffle m3u: Only playlists are shuffled

I find this a very useful addition to my .rockbox
browsing patch.

I just found a small problem with this patch. If you set shuffle
to "m3u" in a cfg file, it sets shuffle to off when loaded.
