FS#12072 - New Romanian language file

The new file for the Romanian language, because:
- the old one was very poorly translated, and in many cases with strange and unintuitive words.
- the old version is not a Unicode version, means it does not contain all the Romanian letters (ăĂîÎșȘțȚ)
- added and translated the missing 54 strings from official RO version too
- it will be best readable with the Unicode fonts

Although I used the old language file, I still had to put the full Romanian letters (ăĂîÎșȘțȚ) in the right place to almost 90% of the translated strings, and change some 50%+ of the already existing strings for better comprehensiveness.

Hope to see this translation accepted for the official Rockbox Utility, as being a much better version than the one that is present in it now. And, why not, continue with it from now on on the Rockbox?

I reverted 2 places where you had replaced "PREV" as a buttonname with arrows. If you want to translate the button names that is fine but we don't use symbols like that.

This file has a few problems, the places marked with
### The <source> section differs from the english!
need attention, as either the source string is changed so the translation needs to be changed to or the targets has changed so the targets for *both* the source and dest need to be updated.

You should also delete all the
### This phrase below was not present in the translated file
comments after translating these phrases as they are just a note to the translator from the script.

And btw, you don’t need to include the .lng file as they are player specific binary files.

Looks much better but there’s still a problem with LANG_TIME_SET_BUTTON the targets differ between source and dest, note:
sansaclip*, sansafuze* and gogearsa9200
