FS#13105 - Text scrolling stops after a less than 30 seconds

Text scrolling across all menus, playlists and wps stops after a short time scrolling (10-20 seconds).

Can be tested by highlighting a menu item that needs to be scrolled due to length/text size. Disk activity icon appears briefly prior to scroll stopping.

Worked fine in early versions.

Scrolling across the whole of RockBox will then no longer function until restart.

If this is really in 3.13 and not a newer build, I suspect the bug you're describing was fixed way back:
