FS#13228 - rockbox generally locked at 44.1KHz playback unless HAVE_PLAY_FREQ is defined

Most targets support various sample rates (44.1 and 48 are the ones that matter the most) but the main playback app initializes the internal mixer to the “target default” and never changes it, even if the optimal rate is something the player can natively support!

HAVE_PLAY_FREQ allows the playback engine to choose the mixer rate on the fly based on the file metadata. More targets should probably enable this!

HAVE_PLAY_FREQ is now set for all targets that support at least 44 and 48KHz, and rockbox defaults to automatically choosing between the rate set based on the native frequency of the audio file.

(We can also choose 88, 96, 176, and 192KHz, all automagically)
