FS#13329 - ImageViewer: GIF File handle/memory leaks when opening unsuccessful

- Subsequent attempts to open GIF files while music is playing will fail (and may result in a crash), even if files would fit into plugin buffer otherwise.

- Also doesn’t ask for playback buffer if plugin buffer alone is not sufficient while music is playing, as would happen for other file types in ImageViewer.

Reproducible on 20211218 source code snapshot corresponding to revision bdef4fc80d.
