FS#2102 - Simplified VU meter

I was a little frustrated with all the options in the last vu
meter patch, so I took out a bunch of the code, and
made it really clean and simple.

The options are:
Play: Change the scale.
Up/Down: Change the volume.
F1: Decay setting menu.

Stay tuned, I am playing with the calc_db function in
peakmeter.c, and to see if it is more accurate and faster
than my table.
