FS#2308 - Problem building SIMU on Cygwin

With rockbox-daily-20040824 I was’nt able to compile
the plugins which needs libplugin.a,
Makefile as to be modified like in the included patch file.

Sorry Linus but I think I made a mistake !
The problem was a Win32 dll error 5 when dl_opening
the .rock files on cygwin. I thought it was the link order
(as I did in my first patch): I tried a ld command
‘by hand’ and it worked BUT it is not the link order,
it is the ‘x’ bit that is mandatory for windows!

The final patch is attached…
