FS#2362 - Metronome tap speed entry

Provides a mean to enter the metronome speed
by pressing a button in the required speed. So it’s
possible to listen to a song, to press the button
repeatedly
on a sequence of e.g. quarter notes, and to get a
matching metronome click (including BPM display).

Changes apps/plugins/metronome.c only

TODO:
The key assignment (ON key) is only done for the
recorder pad.
