FS#5959 - mp3 encoder codec patch

This patch updates the mp3 encoder codec to the current mp3 encoder plugin.
For details see http://www.rockbox.org/tracker/task/5034 Main improvements:
- better overall quality at low volume recordings
- improved quality at 64kB/mono
- performance improvements
- supports MPEG2 sample rates (24000, 22050, 16000)
The patch has been tested on iriver H120.
