FS#906 - Fix bidir scroll settings restore logic for player

Bidir scroll setting is not set to the value in the config file when the player is booted.

Moved call to lcd_bidir_scroll() outside of ifdef HAVE_LCD_BITMAP block so that bidir_scroll percent
gets set to the value in the config file for both player and recorder at startup.
