FS#916 - patch to fix bug [686002] (channel config)

The channel configuration (STEREO, MONO etc.) is not
correctly saved and restored to / from the settings. After
every restart of Rockbox it is reset to STEREO.

This patch fixes this bug. Channel config will be correctly
written and loaded and mpeg_init correctly initializes
the configuration. This patch is not tested on the recorder
but works nicely on the player.

Maybe i didn’t check the box or my very old internet
exploder on my VirtualPCs Win98 can’t upload files.
Here’s the 2nd try (with Netscape on the Mac)
