FS#937 - New makefile for cygwin

Makefile for win32 cygwin simulator build
This patch adds Makfile.cygwin to uisimulator/Win32
which works under cygwin.

The cygwin package mingw-runtime must be installed
for this patch to work.
I had to ifdef away the define of vsnprintf in sprintf.h

I also took the liberty to add EOF to several files
to get rid of several warnings.

Just rename uisimulator/Win32/Makefile.cygwin to
Makefile before you try to build your win32 simulator.
