Codecs for Decoding Video Formats

As the development of RockBox never stops and colored lcds are used in every new player it would be a cool feature to support video playback. It may be hard work to make heavily use of EMAC on coldfire cpus, but maybe it is possible. We can use some code done for SoundCodecs, e.g. runtime loading of a codec.

NOTE: We can start working on this before we can run code on a target with color LCD! (Work can start before it works on a target... / DanielStenberg)

Codec API
